DISTURBANCE

How gambling licensing works in South Africa

There is no single national gambling licence in South Africa. Operators are licensed province by province, which is why the footer of a betting site names a provincial board rather than a country-wide regulator.

The structure

Gambling sits under the National Gambling Act and is regulated on two levels. The National Gambling Board oversees the national framework and coordinates policy across provinces. The nine provincial boards do the licensing: they issue and police the licences that let a bookmaker, casino, bingo hall or limited payout machine operator actually trade.

An operator may hold licences in more than one province. When we read a site's footer we record every board it names, which is why some reports list several.

Read from each operator's own site, so you can check any row by opening that site and scrolling to its footer. It records what an operator states; the provincial register is the authority.

What can be licensed online

Online sports betting is the clear case: a bookmaker licensed by a provincial board may take bets over the internet from players in South Africa. That is how the large betting brands operate, and it covers fixed-odds betting on sport, horse racing and, at most bookmakers, on the outcome of international lottery draws.

Online casino games are a narrower and more contested question. South Africa has not created a separate online casino licence, and the legality of offering casino games over the internet has been tested in court and through enforcement action. In practice many licensed bookmakers offer casino-style products under a betting licence, while a number of casino brands serving South African players are licensed offshore rather than here. We describe what a site publishes and deliberately avoid ruling on any individual operator's position.

The National Lottery is run under a separate national licence and sits outside the provincial system entirely.

Checking an operator yourself

  1. Open the operator's site and scroll to the footer. Licensed operators normally name their board and licence number there.
  2. Note the province. Gbets names the Western Cape board; 10bet names Mpumalanga; Sunbet names several.
  3. Confirm it on that provincial board's public register. The register is the authority; a footer is only the operator's own claim.
  4. If no board is named anywhere on the site, treat that as a reason to be careful, particularly before depositing.

Every operator report on this site shows the licensing authority that operator names, read automatically from its homepage. Where a site renders in the browser rather than on the server we cannot read it and record nothing, which is a limit of our method rather than a finding. Start from the sector scan or the reliability index.

Frequently asked questions

Is online gambling legal in South Africa?

Online sports betting with a licensed bookmaker is legal. The position on online casino games is narrower and has been the subject of litigation and enforcement, which is why many licensed bookmakers offer casino-style products under a betting licence rather than a casino licence. If in doubt, check the operator names a provincial board and confirm it on that board’s register.

Which authority licenses an operator?

A provincial board, not a national one. The National Gambling Board oversees the system and coordinates policy, but licences to operate are issued province by province, and an operator may hold licences in more than one province.

How do I check an operator for myself?

Scroll to the footer of the operator’s own site, where licensed operators normally state their board and licence number, then confirm that against the relevant provincial board’s public register. The register is authoritative; a footer is only a claim.

What does Disturbance record about licensing?

Only what an operator publishes on its own homepage, read automatically and shown on its report page. We do not perform register lookups, so we never state that an operator is or is not licensed.

This page describes how licensing is structured. It is general information, not legal advice, and the position on online casino games in particular continues to develop.
